Regional subsidies
Each Belgian region — Flanders (VLAIO), Brussels (Innoviris, Hub.Brussels), and Wallonia (SPW) — runs its own grant programs. These cover innovation, hiring, digitalisation, export, and sustainability. Your company’s registered office determines which regional programs you can access.
Federal incentives
The Belgian federal government offers tax-based incentives available nationwide. The R&D tax credit (partial exemption from payroll withholding tax for researchers), the innovation income deduction, and the investment deduction are the most significant for SMEs.
EU programs
Belgian SMEs can apply to European programs like Horizon Europe, the EIC Accelerator, COSME, and Digital Europe. These offer larger budgets (up to €2.5M+) but are more competitive. National Contact Points in Belgium help with applications.
Who qualifies for Belgian SME grants?
Most Belgian grants target companies that meet these four criteria:
Company size
EU SME definition: fewer than 250 employees, annual turnover under €50M or balance sheet under €43M. Many regional grants have even tighter limits (e.g., VLAIO KMO-portefeuille targets companies under 250 FTE).
Sector
Most sectors are eligible, though some programs exclude specific industries (e.g., real estate, tobacco). Innovation grants favour tech, biotech, cleantech, and manufacturing. Service companies qualify for digitalisation and consultancy vouchers.
Region
Your exploitation unit (operationele eenheid / unité d’exploitation) or registered office must be in the region of the grant program. A Flemish company cannot apply to Innoviris programs and vice versa.
Project type
Grants are tied to specific activities: R&D, hiring, international expansion, digital transformation, sustainability investment, or consultancy. Your project must fit the grant’s scope and timeline requirements.

Frequently asked questions
How many grants can a Belgian SME receive at the same time?
Belgian SMEs can combine multiple grants, but the total public aid cannot exceed the EU state aid ceiling (usually 60–80% of eligible project costs depending on company size and region). You must declare all public funding in each application.
Do I need a business plan to apply for Belgian grants?
Most programs require a project description rather than a full business plan. However, R&D grants from VLAIO and Innoviris require detailed technical and financial project proposals. Simpler programs like KMO-portefeuille only need a brief motivation.
Can a foreign-owned company apply for Belgian SME grants?
Yes. The key requirement is that your company is registered in Belgium (KBO/BCE number) and has an exploitation unit in the relevant region. The nationality of shareholders or founders does not matter for most programs.
How long does it take to receive grant funding in Belgium?
Small voucher programs (KMO-portefeuille, Chèques-Entreprises) can be approved within 2–4 weeks. Larger R&D grants take 3–6 months for evaluation. Payment typically happens after you submit expense reports and progress milestones.
Are Belgian grants taxable income?
Generally, yes. Grants received by Belgian companies are considered taxable income under corporate tax law. However, certain incentives (like the R&D tax credit) work via tax deductions rather than direct payments, making them more tax-efficient.
